We would like to inform you of an update regarding customs clearance regulations for low-value shipments to Italy and Romania.
■ Applicable Shipments
Goods imported from non-EU countries to Italy or Romania
Shipments valued under EUR 150
(excluding insurance, shipping fees, and other additional costs)
Shipments cleared under the simplified customs declaration procedure
■ Regulation Update
The Italian and Romanian governments have introduced a mandatory regulatory fee to offset customs handling costs and strengthen control over the increasing volume of low-value imports.
■ Regulatory Fee by Country
Italy: EUR 2 per shipment
Romania: 25 RON per shipment (approximately EUR 5)
※ This is a mandatory government-imposed fee.
■ Fee Collection Method
DHL Express will charge this fee to the payer of duties and taxes based on the selected Duty Billing Service.
The fee will appear as a separate line item labeled “LOW VALUE REGULATORY TAX” on the DHL Express invoice.
■ Effective Date
Applies to shipments arriving in Italy or Romania on or after January 1, 2026.
■ Additional Information
Similar measures may be implemented in other European Union member states throughout 2026.
Implementation timelines and fees may vary by country.
